In Wisconsin, if a check is presented to a bank and returned NSF to vendor, vendor redeposits check and check clears the second
time thru, does vendor have the right to charge service charge for NSF check?

Yes, because there was a charge for the first NSF check. Check with your State consumer protection office as some states require the vendor to provide an advance warning notice to the customer of a NSF service fee being charged. Absent the notice, the vendor may not charge the customer.
