I would like to have a question regarding the idea behind a new online shop I would like to set up. The idea is the following:
1. Consumers would shop through my service at the best online shops on the net
2. Once the purchase would be confirmed, they could come back to my site and play a game of chance (1% probability of winning)
3. If they would win, I would pay them back all their money they've spent in my online shop at that specific purchase.
What permits do I need for such a business model in the US?
