posting bad/delinquent debts publicly

Can I legally post bad debts/delinquent
accounts on a web page for all to see? Including names and amounts owed?
I am conducting business in Nebraska.

I believe that would violate 15 USC 1692c(b) of the Fair Debt Collection Practices Act.
