Can you have a power of attorney reversed in the state of Texas?

Yes. The principal can revoke the POA in writing by sending copies of the revocation to anyone who might act based on the POA. The attorney in fact can revoke the POA by saying "I quit I don't want to do stuff for you anymore!" in writing.
