Public/Private Foundations - Location

What is the name of your state (only U.S. law)?

Does it matter what state a public/private foundation is located. I have a friend starting a foundation and he has permanent residency in Arkansas but is living in Maryland presently. I was wondering if it would be advantageous for him to set the foundation up in one of the states over the other.
