I am wanting to start an online business in the state of Wisconsin. I was wondering what type of licenses, permits, and how to register an online business and approximate cost of these things. Also how to register as LLC and if I were to have a brochure does the brochure have to have LLC in the title if the business is in Wisconsin.

You've not indicated what KIND of online business you are conducting. You may or may not need a license and you may or may not be required to collect and report sales or excise taxes.
Wisconsin LLC information is here: https://www.wdfi.org/corporations/fees/ltd.htm You don't HAVE to have an LLC or corporation in most cases. Depending what you are trying to do would depend on whether such was advisable or not.
