As a Director of a Not-for-profit educational program, I must have a Resident Tutor to help students during study hours and provide guidance in the dormitory for a half-dozen students. The resident tutor receives free room and board, and a fee for tutoring. The tutor is required to have a car available for transporting the students as well.

For tax reasons, is it more advantageous for me to provide him a stipend, car allowance, or just a plain fee as a freelance contractor. Is either one of these options advantageous for his income tax purposes either. I would say that his income is no more than $25K per year and the program is in Massachusetts.
