My cousin had work done to his house at
severly inflated prices ($35,000 for $10,000 worth of work).

I think he may lose his house. The mortgage
amount is $425 and he only makes $17,000.

He is lacking some mental capacities.

Does he have any legal recourse against this
unscrupulous builder?

He may. If there is no written contract the builder is only entitled to the fair value amount of the work and materials.

If there is a contract and the amount is unconscionable -- not just excessive -- he may be able to void it.

He needs to speak to a lawyer locally to stave off the $25,000 overcharge -- and the lawyer costs lots less than $25k!
