Screen in restaurant Window

What is the name of your state? California

My son is opening a new hamburger place and wants to know if in California its mandatory for a restaurant to have a screen over an open window. He wants the front window to open to the public without the hinderance of a screen.

Although he has been told unoffically that he can't do this ,there is another restaurant by the beach, about 50 miles away, that does this very thing.

Can anyone help with this question? Any help would be appreciated. Thanks for taking the time to read this pondering.

Contact the local building dept and health department. They will be doing the inspections.
