Starting an international surrogacy program

My name is Rita Kron. I am a Executive Officer at Russian Children's Foundation, non
for profit foundation registered in California. We are plannig to start a new
surrogacy program which would help our clients to make a surrogate arrangement
overseas. Is such a practice is Legal
in NY/NJ? I am planning to open an office
in NY or NJ or PA, any place where the laws
are adoption/surrogacy friendly.
