starting a new business/Incorporating a company

Am an allien to the United States,i would like to incorporate a company in the USA prefferably in the states of either Delaware,Florida or Nevada but do not know how to go about it. Where do i start? who do i contact? How do i meet the expectations of the IRS(Inland Revenue Service) and other issues partaining to the law? Is it possible to Incoporate a company in the USA and manage or run it from any other country other than the USA?
I would appreciate it so much if someone gave me answers to these questions

The 'Inland Revenue Service' is in the UK.... not USA.
