Starting a non-profit...

In Pennsylvania...

I belong to a small group of business owners who would like to donate to a charity this holiday season by way of soliciting donations from individuals and businesses by way of advertising, various networks, etc. We are interested in doing this year-round if it goes well. Is this something we would need to create a non-profit organization for? Is there risk involved?
