Still a Raffle?

What is the name of your state? Nevada

I want to solicite donations for my nonprofit and there are so many rules and regulations you have to follow to hold a nonprofit raffle. I was wondering would it still be considered a raffle if you said "make a donation of $$ and we will send you a free gift and enter you into the drawing for this new car" instead of saying "buy this raffle ticket for $$ and you could win this new car" ??
