Kansas does not register tradenames (dba's). When working as a subcontractor under a dba name, and getting a 1099, must you get a tax id or anything?

Most states don't record d/b/a's... they are required at the local (county and/or city) level.

How can you "work under a DBA name" without being able to register DBAs???

Anyway, you MUST have a tax ID for the 1099. If the DBA is a SOLE PROPRIETORSHIP, use your SSN. If the DBA is a CORPORATION or LLC or limited partnership, use the EIN. If you don't have an EIN, apply at http://www.irs.gov/businesses/small/article/0,,id=102766,00.html.
