Trip Giveaways

I have an e-commerce based out of Washington state.
I want to start offering customers who spend over a certain amount automatic entry into a drawing for a trip (up to 20). Each trip will be drawn when a specific number of entries have been received.

What liabilities do I have?
How do I limit my liability?
Does a third party have to oversee the drawing?
Who can I have draw up the rules and regs?
