Can I put up a web camera in my restaurant to observe my employees when I am not there?

Generally yes. As long as it is not aimed at a place where employees have an 'expectation of privacy' (such as bathroom, changing room, etc.).

The webcam is directed at the area around the cash register for security reasons.
