Hello, I am in Houston, Texas. I have built a website that is sort of like a gambling site, it is the game like Keno. Basically it has 100 squares and you pay $1.00 for each square and once all 100 squares are bought it picks 5 numbers randomly and pays out the owners of the numbers picked. the only time i would take any profit is when they wish to transfer the money to paypal from their account on my website. i was thinking of taking like $20.00 out of every game for administration services and no paypal fees. but i dont know what is legal. Do i need to just put a terms of service that says something or a user agreement??
