What is the name of your state (only U.S. law)? California

In 1993 I had a 1987 truck reposessed. I had several collection agencies try
and collect over the years, but all stopped when notified of the time lapse per
the Fair Debt Collection act. I've recieved a notice of tax due for 2007 from the IRS citing a 1099-C from a collection agency. What are my legal options.
If the loan was secured by the truck, am I no longer responsible for the loan?
Doesn't the 14 year time frame come into play?
