1120S and GA600S

What is the name of your state (only U.S. law)? GA
I had opened the S Corportation in GA 2012. I obtained the Fed EIN. The company had no revenue for the whole year 2012. Told by IRS, I still should file form 1120S for 2012 even no income for the year. THere is the counter form in GA -- GA 600S. AS I worked on the GA 600S, realized that I had not applied the GA Tax ID. So I am not able to file the GA S Corp tax till I obtain the GA Tax ID.

Question: Since there was no revenue for the year 2012, may I just file 1120S for IRS, not GA 600S for the Georgia Depart of Revenue?
