2000 W-2 ???????

I LIVE IN OHIO, AND THIS QUESTION CONCERNS MY NEW GIRLFRIEND AND HER FATHER.....THEY HIRED SOMEONE IN MADISON INDIANA, WHICH IS CLOSE BY HERE TO DO THEIR TAXES FOR THE YEAR 2000, AND GAVE THIS MAN THIER W-2.....TO MAKE A LONG STORY SHORT, THE MAN THEY HIRED STILL HAS NOT MAILED THEM AND NOW THEY ARE LIKE 10 MONTHS LATE FILING FOR THEM, IS THERE ANY COURSE OF ACTION YOU CAN SUGGEST, HE REFUSES TO RETURN PHONE CALLS, AND IS AVOIDING CONTACT WITH THEM ALL TOGETHER. ALSO, WHAT KINDS OF PENALTIES WILL THEY HAVE TO PAY FOR NOT FILING, IM SURE THEY ARE DUE REFUNDS, BUT NOT POSITVE, THANKS FOR ANY ADVICE....KEVIN
