403B Withdrawal

What is the name of your state (only U.S. law)? NY

I have 70k in my 403B. I would like to withdraw all it. I am 45 years old and will pay any penalty and taxes. I was told by metlife that I can only withdraw approx 45K. I told them I want to close the account and cannot take my money out as per IRS regulations? Is this true?
