What is the name of your state (only U.S. law)? NV

I have a Tax Lien of $33K against me with the IRS. This year I am
getting a refund of over $5K back from my Federal. Is there any legal
way to recieve my refund instead of the IRS taking it?

I have a medical hardship and have no Health Insurance. The money would surely help.
