California says that my husband owes them taxes 5 years after we left the state. They said it was up to me to prove he did not live there and I have not been able to get a hold of a person again.

Most likely that letter that asserts your tax liability has the necessary information to answer the complaint. If you and your husband can't figure it out, consult a tax professional in California. I'm sure they will know what you need to do to show your non-residence. Did you neglect to file a final return the year you moved out?
