Business license tax

What is the name of your state (only U.S. law)? California. We had a small business (an S Corp.) located in Riverside county,cal. That was closed in 2009The City of Los Angeles is wanting to audit our books from 06 to 09. My Question is if the business does not exist anymore how can they request an audit.

Gee, lets open a business for 6 months, launder billions, then close the company, with the expectation we cannot be audited.
