Calif. Income Tax Amnesty

I moved from California in 1990 to Colorado, the reason for the move was Calif. economy, no Work! Im self employed, and I had to go where the work was, alot of Construction here, alot of work at that time, the 90's in Colorado. Long story short,in Jan 2005, 15 years later the State of Calif. sends me a Income Tax Amnesty Application and demands money for the years 1989-90. On the Application it indicated I had paid state taxes for 89-90, but for some reason I now owed $1,081.73 more. After many attempts on the phone to find out why I owed this money, finally I was told that it was because I was Audited by the Feds, I guess this allowed the state of calif to collect more! Thats a hell of alot more than I ever paid for state taxes in the past, but the problem with this whole thing is I should know if I was ever Audited, and I have never been Audited before, NEVER! Now after 15 yrs of interest build up! I hear from them, Demanding I apply for this Amnesty, and then I will only have to pay $570.00. Well I applied, and they told me on the phone to start making payments in July 05, now I have made 7 payments. I got a Installment agreement Acceptance letter on 2/9/06 and it shows the amount I owe,and what i have paid, and it shows 3 payments and I have made 7. Now I have to prove that I have sent 7 Payments to them. I'M so incredibly Angered, and feel powerless to fight back! How do you fight a State, they should have to show me the audit, that gives them the right to ask for more money from me, and why wait for 15 yrs to notify me! Do I have any Rights here! Larry Price

When you signed up for the amnesty you admitted to owing the money. (read the fine print) Therefore its honestly too late to assert any "rights". Prove the fact that you made the 7 payments.
