Can we file a State return without filing a Federal return?

We live in Missouri.

My husband made just under 10K in 2004 and did not pay in any Federal income tax witholdings from his check. However, he did pay state income tax.

Since we are not required to file a federal income tax, is it possible to still file state income tax return to get a refund? And if so, is there any special form for this?

Any help would be appreciated.

That is joint income. Are you saying that your joint TOTAL income was less than $16k??
Also, unless he is self-employed or 1099, the employer withheld taxes from his pay.... by not filing, he won't get that back.
Finally, did you read the rest of the information at the link??

In CO and CA you cannot because your state return is based on your federal return.
