What is the name of your state (only U.S. law)? CA

I am asking this question on behalf of my son.

He filed 2014 tax return and was waiting to receive $1000 refund from IRS. Time goes, no check in a mail box. He called IRS and IRS representative respond that the check was cashed in New York. The son said I never was in NY(it is true). I live in Los Angeles and was at work. At the date the check was cashed I can provide the time card as a proof. IRS does not want to resolve this.

Please advice what my son needs to do in this situation to get his refund? We are appreciate your help very much.
