What is the name of your state? North Carolina

My boyfriend owes back income tax, and a man he use to work for recieved a letter from the IRS,telling the man that if he was working for him he was to garnish his wages, but the letter also told the man how much tax the IRS claims he owes. Does the IRS by law have the right to tell someone else how much you owe?. It isn't anybody's business how he owes except his. So we want to know if this would be a violation of his civil rights, and if there is anything we can do about it. Would this be a violation of your right to privacy?

In a garnishment case yes, the IRS appropriately tells the employer how much in total is owed, so that the employer knows when to stop garnishing his wages.
