Are the children his? If so, then he can claim them. Its questionable whether or not he can claim his girlfriend (or her children if the children are not his) because the rule on that is that they must have lived with you for the entire year. Since he did not sleep there much, its questionable whether or not they were living together, however, since he fully maintained the household and argument could be made that it was his home, even if he didn't sleep there.
If the home mortgage is in both names, and he paid the mortgage payments, then yes, he can claim the interest and property taxes, even if her SS number was the primary.
