This past year I purchased my first home. My significant other also moved in with me and shares the costs of the mortgage and utilities. We are not married, so I was wondering if I needed to report his payments to me as rental income on my federal tax return.

No, that is cohabiting and sharing expenses. Its not an income producing activity.
