What is the name of your state?Ohio

Approximately 20 years ago (before I knew my husband) He owned a business. They got behind in their taxes. After 10 years the IRS forgave the debt. Now...almost 20 years later the State of Ohio and also the Bureau of Workers Comp have contacted us and want us to pay. What can we do? Is there a statute of Limitations in the State of Ohio? My husband was a partner in this company so I am guessing he is only responsible for a portion as well. Could someone please give me some advice?
