Defination a concept.

Hi,
I'm form Turkey and study on international tax conflicts. I'm not have an degree on law so sometimes i don't understand some words like "rare case". What is the meaning of "rare case" in law?

I know of no legal meaning of that term other than what it means in English: a case that occurs infrequently.

US LAW ONLY!

Going by the plain meaning of the words, that is a case (a lawsuit) that is based on unusual or rare circumstances. However, since I do not know the context in which the words were used, I cannot be certain.
