Q: Is there any negotiating a past tax bill before a house is sold at a tax auction?
A: No; most tax collectors are not allowed to take partial payments. Why would a person delinquent in taxes get a break when those of us who pay on time have to pay full amount?

Q: Or are there any other solutions.
A: Yes, pay the taxes.

Q: I know about chap.13.
A: Then you know that this will not relieve you of paying taxes.
