I work as payroll manager for an employer in Ca. I noticed that the federal tax withholding didn't seem right. I looked up mywithholding in the IRS publication 15, and sure enough... it was wrong. Worse, its the 2004 tax tables. and it's the same for all 500 employees for our company. What are IRS liabilities and employer liabilities for this? I'm in a panic.
