How do I structure personal bankruptcy to allow back income taxes owed to be discharged? What are the specifics? Is there a lay person's reference to follow?

Taxes are only dischargeable in limited circumstances. You can buy a BK book & try yourself, but I'd recommend you hire a lawyer. You can probably find one to represent you only on the taxes matter for a flat fee.
