Or is this for a different judgment you have against you?

I suppose if you owe past taxes, and you have refunds due in the last 3 years you never filed for and claimed you COULD file and lower or eliminate the debt. Of course, the withholding order may go into effect sooner than you can file...

California has a 4 year SOL not 3.

Sorry, I was thinking Federal, not State. IRS allows you to file 3 years back.

Even if past the SOL is blown by some criteria, the OP could file to get back what was paid as that will be a different SOL.
