elderly father and his taxes

ny state
my 83 yr old father has only social security to live on. he is enrolled in the "star program" (discount for the elderly) but the taxes are still too much for him to pay all at once,which is what this county requires. is there anything we can do so he can pay it in3-4 payments?

I could not find the answer for him, but I suggest you call the STAR Program information number (below), tell them the problem and ask if there is any provision allowing time payments in cases of extreme hardship, especially to aged people.
