What is the name of your state? WA
I will not have any earned income this year and will sell my house.
My question is: if I don't have any taxable income how do I get the excise tax back?
I keep hearing that you get your excise tax back but it seems like this is just another deduction that you can take rather than a straight refund.

It's a deduction on Schedule A.

If you have no taxable income, you don't need any deductions, which merely reduce your taxable income.
