Falsely filing or Not filing at all

What is the name of your state (only U.S. law)? NJ

Hi

What would be the worst of the two major offenses according to tax law.

1- Filing a false return and signing your name to that document?

or

2- Never filing any tax returns at all?

In my opinion both offenses are pretty equal. They can both certainly get you in an equal amount of trouble.
