Fed/State taxes on phone bill?

What is the name of your state? KY

I'm a new resident to KY and trying to understand all the taxes here....much different than TX. I was charged Federal and State taxes on my phone bill...is this legal? I understand these are deducted from like your paycheck, but was shocked to see I have to pay this on a utility bill.
