I owe federal taxes in the amount of $1300.00 for 2003 that was put into my chapter 13 plan which is a priority claim and will be paid in full.I am due a refund of $95.00 and they are not going to give it to me due to my oweing past taxes.Can they do this even thought they will get all of there money when plan is finished?Thank you.
