I was wondering if someone could help me. I am filing for taxes. I was wondering if I could use the fact that I pay college tuition for a better return?

I am an international student on F-1 visa. Am I allowed to do so? My roommate, who is a US citizen, got some 1098-T form which lets him do so. I got one of those too but not from my university. I got it from the community college that I also attended. So I am confused.
