Foreign missionaries

What is the name of your state? OH

I volunteer with a missions agency. We support US citizens who are missionaries in Brazil. One of them has married a Brazilian citizen. Our support payments are evenly divided between the two of them. Do we need to issue a 1099MISC to the Brazilian citizen. Does she have to get an ITIN and pay US taxes (income taxes and/or social security taxes)?
