Garnishment

What is the name of your state? North Carolina


Due to some taxes owed from the 1990's, the state of North Carolina has been garnishing my wages for some time now. I feel they have taken far more than was owed them, and the loss of income is having great impact on my living situation. Are there any options to get them to stop doing this? I tried getting old W2 forms from the IRS, but as it was over 7 years old, they were unable to supply them.
