I haven't filed taxes both state and federal since 1999. I owe approx. $45000. I know I need to get them filed, but should I try for an offer in compromise? Do people really get them? If so, should I still at least file the back taxes as soon as possible?

File first. That will stop the penalties from accruing, though it won't stop the interest.

Have them done by a professional, you'll want every possible deduction.
