help very confused

What is the name of your state? Washington

I have a court order for sole legal custody in my and childs home state, my ex lives out of state, and I have to file for child support in his state AZ. he wants to be able to claim my daughter as a exemption once support ordered. I know IRS for yr 2007 just came out with new guidelines. I am confused? I am going to file in my home state as they have said that all of my paperwork will be sent to his home state and support order issued. he told me that his home state allows every other year for him to use the exemption. can state judge order that? and would it override IRS federal law?
