What is the name of your state (only U.S. law)? California

Hi,
I live in California and work full time for a company. On my spare time I would like to do some freelance work, but I am not sure how to calculate how much I need to charge to make the rate I would like.
For example, if I want to make $50 per hour, how much should I charge my client?

Would I charge $70, based on a 30% tax, to then get $50?

And my client can then write off $70 as business expense right?
