How do we provide Tax exemption certificates?


State - MA.


We are a charity organization with registered offices in US, UK and India. Each of the 3 branches has separate management and work independently of each other. The primary business of the organization is to raise funds for running the operations in India. With its head office in India the finance and annual reports are prepared and audited here. Each of the 3 countries offices have 3 websites which raise funds online. Even though the campaigning is geo targeted to an extent, the people cannot be stopped from logging in and donating in any of the websites. Many American citizens have donated into the Indian website. There are more than $2000 in donation from American citizens accumulated in the Indian Paypal Account. Where ever possible the Indian office has been trying to redirect all US donations to the US website. This has been done only when US donors have priorly contacted the Indian office. The main concern is that the US office is not ready to provide IT exemption certificates to the donors who have donated in the Indian website due to some legal barriers as stated by them. The main concern of the head office is to provide IT exemption certificates to each and every donors. We would like to know what are the legal barriers in providing an IT exemption certificate in such a case and what is the remedy to this problem.What is the name of your state (only U.S. law)?
