Your wife is not technically responsible for YOUR debt. However, if she files with you, they will seize HER portion of the refund as well as yours.
She can adjust her withholding so that little to no tax is taken out of her pay, that way none of the refund is technically hers.
Another option is that you can file as "married filing separate" until after the IRS debt is paid.
A third option is for her to file an "Injured Spouse" claim. That option takes a long time, and since the debt is comparatively small, may not be worth your while.
Also, have your return for the year in question done professionally, to make sure that you actually owe what the IRS says you do. It could save you money in the long run.
