What is the name of your state? Ohio

Is there an income limit which the IRS has stated in which you have to report your earning and thereby pay taxes?
Like earning X amount of money or more per certain time frame would qualify you to report your income?

Yes. Add your standard deduction & the dependency exemptions for yourself (& and spouse if married filing jointly). If you have wages exceeding that amount, you must file, although other dependents may mean you don't actually owe taxes. Single filing requirement = $7,950 in 2004.

If you have gross self-employment income over $400, you have to file, even if your net SE income is negative.
